貿易統計の発行年次

1819年2月、シンガポールはイギリス東インド会社の貿易港としてマレー半島南端の島に設立された。現在、シンガポールの貿易統計は1830年代以降のものが利用可能である。しかし、統治体制の変遷に伴ってその貿易統計の発行形態は変化した。1826年にシンガポール、ペナン、マラッカを統合した海峡植民地がイギリス東インド会社の一管区(Presidency)として設立されたが、1830年には財政難を理由に海峡植民地はインド・ベンガル管区のレジデンシー(Residency)に組み込まれた。そしてそのベンガル統治体制は1867年まで継続した。シンガポールの貿易統計については、現地の商業新聞シンガポール・フリープレス(Singapore Free Press)において1834年度から36年度のものが単発的に掲載されたが、それは公式に発行されたものではなかった。その最初の公式貿易統計は、ベンガル統治下で発行されたTabular Statements of the Commerce and Shipping of Singapore であり、それは1839年度(公式年度5月1日から翌年4月30日)から1865年度まで発行されたことが確認できる。現状では、この貿易統計シリーズのうち1858年度から1861年度のものは未刊行もしくは紛失している。現在、この貿易統計シリーズはイギリスのBritish Library India Office Recordにて閲覧が可能である。1867年4月以降は、海峡植民地は独立の直轄植民地としてインド省の管轄から植民地省の管轄に移行した。この植民地省が発行したBlue Book for the Colony of the Straits Settlementsの中に収録されたTrade Returnsにシンガポールの貿易統計は含まれ、暦年編纂で1868年から1939年まで刊行された。現在、この貿易統計はイギリスのNational Archivesで閲覧が可能である。

At present, we are able to utilize trade statistics of Singapore after the 1830s. In line with the change of the administration system, the nature of its trade statistics varied too. The Straits Settlements including Singapore was established in 1826 as part of the territories of the British East India Company, headquartered in Penang. However, the colony was integrated under the Bengal presidency as a residency in 1830 owing to financial difficulties, and Bengal’s rule over the Straits Settlements lasted until 1867. For Singapore, established as a British colonial port in February 1819, trade statistics described as Tabular Statements of the Commerce and Shipping of Singapore started to be published from the official year (from 1 May to 30 April) of 1839 under the supervision of the Bengal administration. However, we can use trade returns in Singapore for certain years during the 1830s published as Commercial Tables in the business newspaper Singapore Free Press. Trade statistics for Singapore continued to be published under the Bengal Presidency until 1865. After the Straits Settlements became a separate colony in April 1867, the Blue Book, the official statistical publication of the British crown colonies, began to release trade statistics for Singapore, ‘Trade Returns’, from the calendar year of 1868, and this lasted until 1939. As far as the trade statistics of the Blue Book are concerned, we are able to extract adequate data on the value and quantity of trading commodities imported from and exported to each origin and destination. However, as for trade statistics before 1865 given in the Tabular Statements, there are a number of missing years in publication (before 1839 and during the official years of 1858–61).Additionally, in these trade statistics, the values were shown in ‘Rupees’ and the unit of quantity was generally unified as ‘Cwt. (Hundred weight)’ as used by the Indian colonial government, rather than in ‘Picul’ as mostly used for transactions in Singapore. These units of quantity for the trade statistics changed repeatedly. Furthermore, the most crucial problem for observing Singapore’s trade using Tabular Statements is that the import and export quantities of some commodities, including Indian cotton textiles, British cotton manufactured goods, and some tropical products that occupied significant shares in Singapore’s trade, were not shown in the trade statistics until 1854. Therefore, we can obtain only trade value of these commodities but not extract the unit price of them from trade statistics before the mid-1850s.

貿易統計の内容

上記で提示したシンガポールの貿易統計においては、年度によってフォーマットが変更されながらも、基本的にはシンガポールの(1)地域別輸出入額(商品貿易と貴金属貿易)、(2)商品別輸出入額と重量、そして(3)地域別×商品別の輸出入額と重量、の数値データが収録されている。ベンガル統治時代に発行された貿易統計はインド政庁の基準で作成されたため、価額はルピーで表記され、重量単位もハンドレッドウェイト(Cwt.)で表示された。しかし、実際にシンガポールで用いられていた標準貨幣はメキシコで鋳造されたドル、そして一般的な重量単位はピクル(Picul)であった。これら単位は1868年以降の貿易統計に採用された。また、1854年以前の貿易統計では、インド綿布やイギリス産綿製品といった重要な商品も含めて、多数の商品の輸出入重量の情報が欠落している。一方で、1868年以降に発行されたシンガポールの貿易統計は上記の(1)~(3)の基本情報を一貫して収録している。ただ、貿易相手の地域名称や商品分類の基準については度重なる変更が施されたため、1868年から1939年のシンガポール貿易を一貫したフォーマットで再現するためには、多くの加工が必要となる。

貿易情報の収集と分類

シンガポールの貿易統計を構成する情報がどのように集計・編集されたのかを説明する。戦前のシンガポールは無課税の自由港であり、関税局は置かれなかった。しかし、1820年代から港湾長(Harbour Master)をトップとする港湾統治機関が設置され、輸出入を担った商人や船舶の船長たちはそこに貿易情報を提出することが義務付けられた。1840年段階における提出書類のフォーマットによれば、商人たちは出発地(Origin)、到着地(Destination)、商品の種類、商品の数量、そしてその取引価格を記入する必要があった(Tabular Statements, 1840-41~1843-44の巻末付録)。これら情報が貿易統計の基本データであったと考えられるので、シンガポールの貿易統計は公的機関によって設定された公式価格ではなく、商人たちによる申告価格に基づいて作成されたといえる。また、シンガポールは設立当初から中継港として発達し、そこで生産された商品の輸出は全体のわずかな比重を占めるのみであった。しかしながら、シンガポールの貿易統計には「再輸出」という分類は設定されておらず、再輸出された商品はすべて輸出のカテゴリーに編入されたといえる。その一方で「中継(Transhipment)」という項目は設定されており、それはある船舶によってシンガポールの港湾に運び込まれた商品が、別の船舶に移し替えられて輸出された場合の貿易情報を表示した。以上からは、シンガポール港に輸入された商品のうち、陸揚げされそこでの仲介取引を経て輸出された商品は「輸出」に分類され、他方で仲介取引を経ずに輸出された商品は「中継」に分類されたということが分かる。この輸出と中継を分ける基準は、20世紀前半のシンガポール貿易統計まで継続した。

Next, we check the method of creation of trade statistics in Singapore by the colonial government. Looking into the return form informing the Harbour Master of imports and exports at Singapore harbour reveals that traders or captains of marine transports had to fill in items, such as origin or destination, the type of commodity carried, and its quantity and price (Tabular Statements, 1840-41). In other words, trade statistics of Singapore were formulated not by ‘official value’, which was calculated from long-standing fixed prices, but according to ‘declared value’ based on transaction prices on the current market. Other than that, since Singapore existed as an international transit port during the nineteenth century, its trade was mostly composed of imports and re-exports, and a few items produced in the island, such as pepper and gambier, were exported as local produces to the overseas. However, there was no category showing ‘re-exports’ in Singapore’s trade statistics, but just the column of ‘transhipment’ showing the commodities passing through Singapore harbour without any transaction in the local market. Thus, we should make use of Singapore’s trade statistics through understanding these features sufficiently.
